Our client is a leading international construction and infrastructure contractor delivering major civil engineering and infrastructure projects across the Middle East and globally. As part of their continued expansion in Saudi Arabia, they are seeking a Tender Contract Manager to join their team in Riyadh.

This role will be fully focused on pre-contract and tender-phase contract management activities, supporting the preparation, review, and negotiation of contractual documentation for major infrastructure and construction tenders. The position will play a critical role in identifying contractual risks, supporting tender strategy, and ensuring alignment with contractual and commercial objectives.

Job Description

 

The Tender Contract Manager will support the tendering process by reviewing and analysing contractual documentation, identifying risks and opportunities, and supporting the development of contractual strategies for major infrastructure bids.

The role will involve working closely with bid management, legal, commercial, and technical teams to ensure that contractual risks are clearly understood and appropriately managed during the tender phase.

This position is strictly focused on pre-contract activities and does not involve post-contract project execution responsibilities.

 

Key Responsibilities

 

  • Review and analyse tender and contract documentation, identifying contractual risks, obligations, and opportunities
  • Support the preparation and negotiation of contractual terms during the tender phase
  • Provide contractual guidance to bid teams throughout the tendering process
  • Identify and assess contractual risk exposure and support risk mitigation strategies
  • Draft and review contractual correspondence, qualifications, and clarifications
  • Support the development of contractual and commercial bid strategies
  • Assist in the preparation and review of joint venture, consortium, and partnership agreements
  • Collaborate closely with legal, commercial, technical, and bid management teams
  • Support internal governance and contract approval processes during tender submission
  • Ensure contractual compliance with internal policies and procedures
  • Participate in tender review meetings and provide contractual input as required

 

Qualifications & Experience

 

  • Degree in Law, Quantity Surveying, Construction Management, Engineering, or a related discipline
  • 5–12+ years of experience in contract management within the construction or infrastructure sector
  • Strong experience supporting contract management activities during the tender and pre-contract phases
  • Experience working for contractors on large infrastructure or civil engineering tenders preferred
  • Strong knowledge of international standard forms of contract, particularly FIDIC
  • Experience working on projects in the Middle East is advantageous
  • Strong analytical, risk assessment, and negotiation skills
  • Excellent communication and stakeholder management abilities
  • Fluent in English; additional languages are advantageous
  • Willingness to be based in Riyadh, Saudi Arabia
